Robert Miller was a Major in the US Army Corps of Engineers and Chief of the Priorities & Expediting Section at Oak Ridge, Tennessee. Miller was born in Richmond, Illinois and studied engineering at Washington University. His federal service began in June 1930 with the Army Corps of Engineers in the St. Louis District. He received an Army Commission as Captain in 1942 and retired as Major in 1946. 

While working on the Manhattan Project at Oak Ridge, Miller was the point of contact between the Fulton Sylphon Company, and the Project.  He ensured that the procurement of needed materials, manpower, or labor relations did not slow the building of bellows needed for the separation of uranium. After the war, Miller joined the Atomic Energy Commission's Supply Division and became its Director in 1961.
