Thomas Cowley was a Military Policeman assigned to Post Security at Los Alamos, New Mexico during the Manhattan Project. Cowley, originally hailing from Alabama, was a member of the 4817th Military Police Detachment and served from 1945 through 1946.

Cowley received this certificate along with every other Manhattan Project veteran after the atomic bomb was dropped. Most of the workers did not know the full nature of the project until they received this certificate.
