Willard C. Cone was from Nashville, Tennessee. In 1943, he moved to Oak Ridge with his wife, Ruth Elizabeth Cone.

Willard worked for the Tennessee Eastman Corporation and the Union Carbide and Carbon Corporation from 1943-1949. He supervised women workers and worked as a troubleshooter. During the Manhattan Project, the Cones and their four children first lived at 113 West Malta Road. In 1947, they moved to 109 Tomlinson Road.
